Institutions are not failing because people care less or try less. They are failing because operating architectures no longer hold under the complexity and stress they are required to carry. Performance initiatives, alignment efforts, and optimisation cycles now accelerate drift rather than restore function because they demand output from systems that should first be stopped, stabilised, or dismantled.

At the individual level this appears as burnout and endless self-correction without recovery. At the institutional level it appears as reform layered onto failing structures. This work treats exhaustion as a signal, not a personal flaw.
